وقعت السفارة الأميركية في بيروت ووزارة الصحة العامة من خلال جمعية لبنانيون في تشرين الأول ٢٠١٨ مشروعا جديدا هو عبارة عن تطبيق ذكي تابع لوزارة الصحة على أنظمة iOS وAndroid ومتصل اتصالا مباشرا بموقع الوزارة بعنوان “CITIZEN’S RIGHTS” في احتفال أقيم في مبنى وزارة الصحة، بمشاركة نائب رئيس الحكومة ووزير الصحة الأستاذ غسان حاصباني مع وفد من السفارة الأميركية على رأسهم السفيرة الأميركية في لبنان ELIZABETH RICHARD ومنسق MEPI السيد SHAWN TENBRINK ومديرة البرامج في السفارة الأميريكية ARABELLE BARBIR ورئيسة وأعضاء جمعية لبنانيون، وسط حضور إعلامي كبير.
ويهدف المشروع بشكل أساس إلى الحد من الفساد والرشوى، بحيث لم يعد المواطن مضطرا لتسهيل أموره في الدوائر الرسمية من خلال الرشوى أو السمسرة، بل أصبحت كل الأمور متوفرة الكترونيا لتسهيل خدماته وأوراقه. كما أنه يعتبر خطوة أساسية على طريق الحكومة الذكية وتحويل الخدمات الأساسية إلى المجال الالكتروني.
إن هذا التطبيق يتضمن 100 معاملة أساسية تابعة لوزارة الصحة بحيث يتمكن المواطن بدل التوجه إلى مبنى الوزارة، ملء الاستمارات اللازمة على التطبيق، ومعرفة المستندات التي يحتاج إليها لإتمام ملفه، وأيضا تعقب معاملاته ومعرفة ما إذا كانت انتهت أم تحتاج إلى وقت.
The U.S. Embassy in Beirut, in collaboration with the Ministry of Public Health through "Loubnaniyoun" organization in October 2018, launched a new project. It is a smart application affiliated with the Ministry of Health, available on iOS and Android systems, directly linked to the ministry's website under the name "CITIZEN’S RIGHTS." The launch ceremony took place at the Ministry of Health building, attended by the Deputy Prime Minister and Minister of Health, Mr. Ghassan Hasbani, with a delegation from the U.S. Embassy led by U.S. Ambassador to Lebanon Elizabeth Richard, “MEPI” Coordinator Shawn Tenbrink, Embassy Program Director Arabelle Barbir, and the President and members of "Loubnaniyoun", amid significant media coverage.
The project primarily aims to reduce corruption and bribery. Citizens are no longer obliged to facilitate their affairs in official departments through bribery or intermediaries. Instead, all matters are available electronically to facilitate their services and documents. It is also considered a crucial step towards a smart government and the transformation of essential services into the electronic realm.
This application includes 100 essential transactions related to the Ministry of Health. Citizens can, instead of going to the ministry's building, fill out the necessary forms on the application, find out the documents needed to complete their file, track their transactions, and know whether they have been completed or require more time.
