On October 3rd, 2017 the project “Citizens’’ Rights” was launched uniting three parties: The U.S Embassy, the NGO Loubnaniyoun and the Lebanese Ministry of Health to develop a tailored mobile application that allows citizens to contact the MOPH, apply for services and appointments, get replies and approvals within set deadlines for more than 100 basic and essential health services through one stop shop. The reason why we are saying more than 100 forms it is because some forms are grouped into categories and departments reaching in total 108 forms. Moreover thanks to “Citizens’ Rights” project the platform built on the website of the Ministry to realize the application will enable the Ministry to create as many forms as they need.


Throughout this year Loubnaniyoun in collaboration with the U.S Embassy and the MOPH worked on achieving the three objectives set by their project:

  1. Ministry of Health procedures and modernized through a transfer to electronic forms; 2. Ministry of Health employees utilize more transparent e-forms; 3. Lebanese Citizens are informed about the new Ministry of Public Health e-forms and can use them to finally reach the intended outcome of their project: Lebanese citizens obtaining more efficient and more transparent electronic services from the Ministry of Public Health.

The outcome of “Citizens’ Rights “project is actually affecting positively the Lebanese Society on many levels we will talk about this in the Background part.


  1. Objective 1: Ministry of Public Health procedures are modernized through a transfer to electronic forms: 108 forms or services became electronic and available on the E-Services Section of Ministry’s website created for the Mobile Application and the launching of the Mobile Application called E-Health Lebanon
  2. In collaboration with Intouch Loubnaniyoun achieved the following technical details:
  • Creation of the form generator which allows the Ministry’s employees to create custom forms for the E-Services applications.
  • The form generator was built in a way not to affect the already existing structure between the website and TWFS (The system used by the Ministry to manage the submitted applications).
  • Created 105 forms using the form generator
  • Added new entry in the website’s menu called E-services where visitors can directly access the forms that have online application.


  • Created an access control system where the user can assign employees to have access to certain department or service or section to follow up on the submitted forms and approve them; this will allow each department in the Ministry to follow up on its related applications only.
  1. In collaboration with Intouch Loubnaniyoun created the Android and IOS mobile application and applied whatever changes and comments given from MOP
  • The mobile application covers the below points :
  • Users can register on the app
  • Users can fill applications
  • Users can follow up their applications and will receive push notifications

whenever an application has an updated status.



  1. Objective 2: Ministry of Public Health employees utilize more transparent e-forms: In collaboration with Intouch and the IT Department Manager of the Ministry Mrs.Lina Abou Mrad Loubnaniyoun organized a training for the employees of the Ministry, the employees who will be working on the Eservices applications. Mrs.Lina Abou Mrad and Mrs. Sandy Achkar (the application developer from Intouch were doing the training .Mrs. Lina begun by presenting briefly “Citizens’ Rights” project explaining that it falls under his Excellency the Minister Mr.Hasbani ‘s program e-governance “2022” and this project is funded by the U.S Embassy in Beirut. They both continued the training through a detailed presentation on the new E-Services section of the Ministry website created especially for the Mobile Application and how to follow up on the submitted applications .The employees were also given a written manual guide that covers all the different steps of the process.

So through this new electronic system the Ministry of Health is shifting from an era of papers and bureaucracy to a citizen-oriented digital era characterized by transparency and technology.




  • Objective 3:Lebanese Citizens are informed about the new Ministry of Public Health e-forms and can use them :Loubnaniyoun through a Media Plan divided into several parts worked simultaneously reached more their target of 10,000 in reach ,200 in trainings and counted more than 5000 visits to the E-Services Section of the MOPH Website (Traffic).

Loubnaniyoun organized citizens training sessions in several regions in which a presentation about the project and a live demo about the mobile app were done , brochures and user Manuals were distributed and of course the banner of the project was displayed during the training (brochures , user manual and the banner were already sent to you by mail) :

                        The Total number of citizens reached during those awareness sessions or citizens trainings is approximately 500 people : the event we participated in on September 15, 2018 in Baskinta in collaboration with Dr.Wadih El Hage Foundation counted on its own more than 300 people .It was an excellent exposure for “Citizens’ Rights” project since the event was the 9th Annual event of the foundation and Nadine talked and presented the project for about 6 minutes to a big audience of citizens , political and religious representatives , TV’s and press like Tele Liban,MTV,RLL (Radio Liban Libre),VDL (Voix Du Liban).


  1. Loubnaniyoun led an outdoor campaign all over Lebanon in collaboration with Pikasso-one of the best outdoor advertising company in the country – and based on their study done by Cuende Infometrics the total number of reach of billboards and uni-poles is 2,575,892



  1. The third part of the Media Plan was the interviews the President of Loubnaniyoun did on TV Stations (Tele Liban, Future TV, and Tele Lumiere) and Radio stations (VDL, RLL) and here the reach cannot be currently calculated but it is expected to be high.

  1. Loubnaniyoun also advertised “Citizens’ Rights” project and the activities we did like for example the trainings, the interviews and the conference we did on March 7,2018 I Phoenicia on social media : Facebook (75000 Followers) Twitter (1200 Followers),Instagram and You Tube.


  1. Loubnaniyoun in collaboration with Intouch has installed a counter (, to monitor the traffic and the visits of the E-Services Section created on the website of the Ministry especially for the Mobile Application and for the online services: the numbers show a positive feedback and an increasing progress which prove to us how much the electronic services are needed and appreciated.


  1. From their side the Ministry of Public Health promoted the E-Services Link on their website and will gradually increase the promotion and the announcements concerning the mobile app.
